BOOKS about why American college students pay for tuition while students in other countries pay little or none?

I need a book where its an actual expert about the increase in U.S. college education opposed to the free price students pay in other countries for a quality education.

I don't know a book specifically, but you should search separately for books on college education in European or other countries (though Europe is probably the best example) and college education in America. I'm sure there are plenty out there, even if you have to read two separate books to get all the info you need. I will tell you that most Europeans pay nothing because of the socialist system there--taxpayers pay into it, and as a result, the whole country (France, Spain, whatever) is educated for free.

I don't know if you mean, students in other countries going to schools in their home country or students from other countries going to school in the US. You need to clarify. If it's the latter, you might be hard pressed to find books proving this; since it's pretty much not true. International students, who attend colleges in the US pay way more than US citizens do.
